Take your measurements while wearing underwear.
Bust: Measure around your chest at its widest point.
Waist: Measure your waist at its narrowest point - often well above the navel.
Hip: Measure around your buttocks and hips at their widest point.

High-waisted shorts with a wavy hem and a tie waist. Super cute with both bare legs and tights. The shorts fasten with a zipper at the back and have side pockets.
